Within her role as Director in the Research Policy Analysis and Coordination (RPAC) unit at the University of California, Office of the President, Agnes leads a team of highly specialized staff in policy development, interpretation, and guidance in areas of intellectual property and negotiating complex research-related agreements. Her expertise entails working collaboratively across the University of California system to provide guidance on topics including human subjects research, cannabis research, and data access and management, among others. She regularly monitors state and federal legislative and policy efforts and provides systemwide comments applicable to research policy issues. Agnes serves as the institutional representative on a number of committees, including the Policy Advisory Committee charged with providing oversight for the systemwide policy development process. Agnes first joined RPAC in 2015. She earned her bachelor’s degree in public health from UC Berkeley and her Master of Public Policy degree from Johns Hopkins University.
